Project Goal

Primary goals for Salem GIS were to expand the use of GIS to support city initiatives and projects to impact and improve collaboration, efficiency, and communication for all aspects of City government. Salem is proud to implement, innovate, and improve spatial products, services, and deliverables through a culture of spatial intelligence and use of the ArcGIS platform. One of our primary objectives was to embrace smart cities concepts, which resulted in several goals to learn and implement ArcGIS Pro, enhance geodatabases focusing on the foundation of data health, build more effective configurable applications, support staff by providing mobile solutions, complete a proof-of-concept project using on-premises Portal, and continue improving SalemMaps Online to deliver smart solutions to our citizens and staff. In this past year, the City built over 190 new hosted data layers, 270 new web maps, and 210 applications, including 6 public story maps.

Business Problem Solved

Collaboration: Salem implemented an on-premises Portal for the multi-state Cascadia Rising Earthquake exercise, enabling real-time damage assessment, transportation lifeline analysis across EOCs and several focused applications to 100s of users across organizations. A similar solution will be implemented for the upcoming Total Solar Eclipse.

Efficiency: Public Works replaced paper maps with web access to utility data. Staff now monitor utility status in real time using Collector for ArcGIS and ArcGIS Online. Sewer networks are now analyzed through GIS, enabling management to make better decisions on where to spend resources.

Communication: Salem launched a new website with maps as a core component. SalemMaps Online based apps using Web AppBuilder for ArcGIS are embedded into content. Prior we offered PDF maps or links to siloed information. This enables the city to share more visual, analytical and storytelling content, improving transparency, communication and online experiences.

Technology Implemented

Enterprise License Agreement for the ArcGIS platform utilizing the entire software suite, including ArcGIS Desktop, ArcGIS Pro, ArcGIS Online, Portal for ArcGIS, and Collector for ArcGIS.
