Project Goal

The Department of Environmental Services (ENV) works in partnership with the residents of the City and County of Honolulu to ensure a clean and safe environment. It does this by handling wastewater, solid waste, and recycling for the island of Oahu.

While Environmental Services has long utilized GIS technologies to support its operations, the department was intent on leveraging the latest GIS advancements to improve and increase the efficiency of operations by converting customized Desktop applications to Web-based applications as well as upgrade Geodatabases to the current version since existing versions were approaching the end of the Product Life Cycle.

Business Problem Solved

Updating and enhancing these systems has increased the productivity of ENV’s staff, reduced costs, and decoupled and simplified systems infrastructure such that ENV can be much more responsive in supporting the department’s mission and meeting the needs of constituencies going forward. ENV is now focused on configure-and-deploy applications, rather than custom-coded solutions.

Technology Implemented

These projects have allowed Environmental Services to step out of an exclusively ArcGIS Desktop system into solutions that involve an Enterprise Geodatabase based on SQL Server, ArcGIS for Server, and ArcGIS Online. Web AppBuilder for ArcGIS (Developer Edition) has been used to create configure-and-deploy applications. Where the products' native functionality is insufficient to meet ENV's specific information system requirements, Web AppBuilder widgets have been written to create bespoke solutions. In these few cases, ENV relied upon Esri technical support and knowledge transfer services for the development of the custom widgets, allowing ENV to learn best practices so that in-house development and maintenance would be possible going forward.

The Department of Environmental Services (ENV) is a leader in the innovative use of Esri’s technologies within the City and County of Honolulu.

Led by Ms. Ivy Pescador, Program Manager, and Mr. Dennis Tsuruda, GIS Analyst, ENV is an accomplished implementer of GIS technologies in the environmental management sector.
Dennis has created customizations for ArcGIS Desktop, which have become an integral part of the Department of Environmental Services workflows at the City and County of Honolulu.

As a team, they’ve envisioned how current Environmental Services workflows could be transitioned to the web utilizing the entire ArcGIS Online platform.
