Project Goal

Tempe created the Enterprise GIS Services group (now Enterprise GIS, Data and Analytics) in 2014. The goal was to create an enterprise GIS platform readily available to employees, partners, and citizens. Prior to the creation of this group, GIS work largely relied on individuals working on desktops with no centralized method for creating, maintaining or sharing authoritative data or using that authoritative data in web-based applications.

The goal was to streamline data management and create tools for integrating GIS into existing workflows and systems by
•Developing a system of centrally managed SDE databases, where departments maintain and share authoritative data
•Leveraging ArcGIS Server for publication of data services and applications
•Developing our ArcGIS Online platform to provide data access/creation/maintenance/sharing tools and best practices, public-facing web applications, mobile data creation and access
•Providing access and training for ArcGIS Desktop/ArcGIS

Business Problem Solved

Prior to this work, the City did not have a GIS platform that supported citywide needs or a GIS group with formally trained or dedicated GIS professionals. GIS work was completed within departments with data maintained in disconnected silos. Today, Tempe has an Enterprise GIS group under the Information Technology Division of Internal Services, with four full-time GIS staff and a system of centralized databases. Data no longer exists in isolated data silos, and the City has a web presence for both internal users and the public.

An exciting outcome of this work has been the employees that have reached out to us with innovative ideas or problems where they thought GIS could help. For example, our graffiti team’s supervisor approached us about needing to record graffiti cleanup in the field. Working closely with him, we created a web app that gathers key information about their work. The benefit to the team was the ability to quantify that ~95% of their work was proactive abatement.

Stephanie Deitrick, PhD (EGDA Manager), has been with Tempe for three years, providing project management, analytics, usability and project design support.

Seth Lewis (Enterprise GIS Administrator) has been with Tempe for two years, providing programming, database and server support.

Arlene Palisoc (Enterprise Data Analyst) has been with EGDA for three years providing desktop and web mapping support, data design and cleanup, and employee training.

William Mancini (Enterprise GIS Analyst) has been with the City for a year, providing design support for desktop and web maps, interfaces, dashboards and other interactive projects.

Ayan Mitra (GIS Developer Consultant) provides support in larger integrations and database development.
