Business Problem Solved

The mission of the Kentucky Division of Water (KDOW) is to manage, protect and enhance the quality and quantity of the Commonwealth's water resources for present and future generations through voluntary, regulatory and educational programs. A significant challenge that the division faces is the management and dissemination of water data for regulatory, analytical, and educational uses. The site was designed to make KDOW’s geospatial information more accessible both internally and to the public. Now everyone can access a wide range of data related to water, view it spatially on a map, and then use those data to make determinations on a variety of regulatory, educational, recreational, and health-related issues.

Technology Implemented

ArcGIS Desktop, ArcGIS Server and ArcGIS Online were all used to create the services, layers, and map applications found on Data are stored in a Microsoft SQL Server Database (SQL\SDE). The main page was designed using Bootstrap.

Development Team Biography

Melissa Miracle, project manager for the site, designed the home page and worked with a variety of teams to implement all the viewers, portals and story maps on the site. Annemarie Cason, a lead GIS specialist at KDOW, maintains the layers, maps, and services for the majority of the site’s applications. Dirk Westbury is a GIS Specialist at AECOM. AECOM was hired by KDOW to develop and implement both the Risk Map and the Water Health Portals. James Seay, a Geoprocessing Specialist, creates and maintains the KDOW layers that are used by the applications on the portal. Jo Blanset, GIS Section Supervisor, plays a key role in all KDOW GIS related projects. Steve Pigg and Sara Hines provide GIS support for the Energy and Environment Cabinet and maintain a data portal for ArcGIS software and services. Other KDOW contributors include Melanie Arnold, Dale Booth, Hui Chen, Alicia Jacobs, Katie McKone, Lara Panayotoff, Jessica Schuster, John Webb, and Edward Zimmer.
