Project Goal

Each January the US Department of Housing and Urban Development requires a Point-in-Time (PIT) count of sheltered and unsheltered homeless persons on a single night in January. Due to its size, Aurora is required to collect this data independently of the surrounding counties or the city of Denver. This pilot project was aimed at moving away from a paper based survey and analysis to a groundbreaking digital approach. Using Esri’s Survey123 for ArcGIS product, IT GIS staff was able to quickly spin up a digital survey accessible via a URL. The survey link was given to the volunteer staff who were able to input the survey information with very little training due to the streamlined and easy to use nature of the application. This project alleviated hours of manual tallying of hand-written data.

Business Problem Solved

The project eliminated cumbersome paper surveys and hours of manual data entry as well as provided valuable data on concentrations of homeless populations across the city.

Development Team Biography

Shelley McKittrick is the City of Aurora’s first Homelessness Program Director. She is a member of the board of directors for the Metro Denver Homeless Initiative. She holds master’s degrees in cultural anthropology and nonprofit management. Her 25+ year career has been dedicated to systems change and programs that seek to serve the most vulnerable populations.

Bill Keever: GIS Coordinator at the City of Aurora IT Department. Bill has worked for 20 years as a GIS Analyst, GIS Programmer, Systems Analyst, and GIS Director with and for several different municipalities in Canada, Georgia, and Colorado. He holds a BS and BA in Geography from the University of Toronto as well as a GIS Diploma from the Centre of Geographic Sciences in Nova Scotia.

Ryan Witsell: GIS Specialist at the City of Aurora IT Department. Ryan has worked at the city for two years. He holds a BA in Anthropology from the University of Colorado, Boulder.
