Jefferson County Central Services, GIS

Project Goal

Jefferson County is a large rural county of around 30,000 residents located on the Olympic Peninsula. We’re bisected by Olympic Nat’l Park and have one city, Port Townsend. Due to our geography many residents find it difficult to come to the courthouse for information. Our ArcIMS site provided access to GIS, but its functionality had declined as web browsers evolved. Additionally, the County maintained its land records in CAD and only exported parcel boundaries to GIS. We decided to migrate to an Enterprise GIS with the following goals:
1.Implement an ArcGIS Server solution that delivers information within a click or two and interfaces with County databases.
2.Make GIS available to other departments.
3.Create target apps that provide tools and information supporting County business, both internally and for the public. Many will be department specific.
4.Migrate to a centralized database with the LGIM.
5.Convert CAD parcel data to the parcel fabric.
6.Establish an open data portal.

Business Problem Solved

We contracted with Pro-West & Associates to assist us with implementing the conversion to the Local Government Model and enterprise upgrade. We began by entering into an Esri EA. Concurrently we upgraded our servers to support this enhancement. We chose to host our data in-house but also provide links to it through ArcGIS Online. Pro-West developed a Land Records app that provides easy one-click access to core GIS and land records data. Other apps will follow as we build a gallery of mapping applications.
Over the course of a year, our GIS Analyst did an in-house conversion of parcel data from CAD to the parcel fabric. This now exposes land record data that formally resided solely in CAD. With the parcel fabric, we can track history and have a well-established workflow with built-in quality control tools.
Other aspects of our upgrade should be completed by the end of 2017. We’re pleased to be able to modernize our GIS and enhance the availability and accuracy of our data.

Technology Implemented

Esri Enterprise Agreement providing access to ArcGIS Desktop 10.5 Advanced, ArcGIS Enterprise 10.5 Advanced and ArcGIS Pro 1.4. We’re also using ArcGIS Online, Collector for ArcGIS, the Local Government Information Model and Web AppBuilder for ArcGIS.

Doug Noltemeier, GISP – GIS Coordinator/Administrator, Jefferson County, Washington
Doug has worked in GIS for 22 years with state, local and consulting organizations and has been with Jefferson County since 2005. He holds a M.S. in Environmental Systems and a B.A. in Geography from Humboldt State University, Arcata, California.

Charlotte Stockard – GIS Analyst/Cartographer, Jefferson County, Washington
Charlotte has worked in GIS for 8 years, working in local government and with environmental consulting firms. She has been with Jefferson County since 2015. Charlotte holds a GIS Graduate Certificate from the University of Texas at Dallas and a B.S. Environmental Studies from Texas A&M University.
