Business Problem

Sought to create a regional (multi-county) base map that could sufficiently address various public agency criteria to be adopted as a regional standard. Having done so, the map would become a vehicle for exchanging thematic and tabular data among the various, adopting organizations. Several agencies were previously attempting to create address/centerline maps on their own, but due to the sheer size of the project for our urbanized area, costs were too high for individual agencies to successfully accomplish this project on their own. There was also a problem of having several different proprietary maps which were incompatible and sometimes unshareable, due to licensing constraints.

Technology Implemented

ArcInfo 7x and several specially written VB and Avenue scripts. Original addressing algorithm was run against a 1.5 million parcel, annotated land base, on an HP9000 workstation.

Development Team Biography

Members of the Houston-Galveston Area Councils Data Services staff, as well as volunteers from several area agencies, including the City of Houston, Texas Department of Transportation, Houston Lighting and Power, Harris County, Houston Metro, Harris County Engineer, Harris County Flood Control District and others. H-GAC staff included Max Samfield, Data Services Manager; Fardosht Amirpanahi, GIS Program Manager/DBA; Richard Debose, Demographic Forecasting Program Manager; and Lu-chia Chuang, DBA/Senior GIS Analyst.
