Business Problem The nearly 1000 GIS users at NYSDOT are a diverse group, with a wide range of skill levels and responsibilities. Like all NYSDOT employees, they have been challenged to work "smarter and faster". Many work with large amounts of tabular data describing anything from accidents to pavement conditions. GIS is typically only one of many tools they use in their job, but it can be one that greatly expedites their work. Supporting GIS in such an environment is challenging. GIS software and skills are distributed to work units rather than maintained in a central group. The NYSDOT GIS Unit and the GIS Coordinators are charged with creating the environment in which users can efficiently apply GIS to their work while avoiding the need for extensive training. Traditional workflows are examined, and then GIS introduced where useful. While users retain responsibility for their job-specific data, a collection of statewide multi-scale basemapping and DEMs, state highway route systems, and orthophotos is available. Making this easily available and usable is key to helping users apply GIS. Technology Implemented ArcInfo for is used for base data production and editing, while ArcView and Avenue extensions are used for GIS applications.
