Business Problem

The mission of the State GIS Program is to provide leadership and coordination of GIS activities for state agencies. The program facilitates GIS adoption and data sharing in State government by chairing a State GIS User Group, working with the States GIS user agencies, and administering a statewide GIS database. In addition, the program participates in various local, state and federal GIS initiatives. For example, the GIS program has worked with other GIS groups to organize the states GIS conference, and has provided assistance to county agencies just getting started using GIS. In addition, the program participates in NSGIC and has been one of the key forces behind the formation of the statewide Hawaii Geographic Information Coordinating Council.

Additionally, the GIS Program broke the "data logjam" that had been
slowing GIS adoption in Hawaii, by creating a website where the public can
download GIS data. While this was initially done to provide data for other State agencies to use, by making the data available to the public, the State GIS Program gave a great boost to the use of GIS by small companies and individuals, a boost that contributes to economic efficiency and high technology capability in Hawaii.
