Business Problem

With legislation passed in 1974, the Tax Dept was responsible for the development of Property Tax Mapping for all of the 254 town/cities/gores in Vermont. Since a good base map did not exist, Vermont embarked on the creation of Orthophotography statewide at the 1:5000 scale. In 1994 Vermont moved into digital orthophotography with the production of the first counties. Having complete statewide digital orthophotography coverage, data layers generated by others from our base maps, have removed most of the problems other are plagued with, i.e. scale, projection, rectification. Vermont has data layers generated from the paper orthophotography and the digital orthophotography so comparison of years and development trends are possible.

Technology Implemented

ArcView, ArcInfo and ArcExplorer
As a state agency and required by state law to deliver the new orthophotography coverages to the towns/cities/gore, as we moved into the Digital Orthophotography, a viewer was necessary. ArcExplorer filled that role and is written onto each of the CD-ROMs that are delivered to the Vermont Municipalies. In the office setting, ArcView is the software of choice for the proofing of all DOQs, generating custom plots and the generation of maps for Vermont Emergency Mgmt.
