Business Problem

The CMC GIS Center is establishing an operating Enterprise GIS for the City of Clarksville and Montgomery County governments, and is also involved in research and teaching activities at Austin Peay State University, Clarksville, TN.

The CMC GIS Center has organized datasets, created metadata, developed new geo-technological products within the ESRI environment: specific ArcView-based extensions (map maker, parcel checker, tax map plotter, mail merge, etc.), interactive viewers and dispatches that create user-friendly digital environment for specific applications for the Emergency Management Agency, the Regional Planning Commission, the City and County Fire, Police, Sheriff departments, etc.
The Center also provides digital information to the City planning agencies, City engineering office, Building and Codes, Gas/Water departments, Street and Highway departments, and updates the digital data on a monthly basis. These data are interrelated, analyzed and synthesized into real time, dynamic maps either in paper or digital form, situational models, and current/future scenarios.
It allows both the City of Clarksville and Montgomery County governments to interpret and synthesize it for faster, more accurate and cost-efficient decision making.

The CMC GIS Center launched an Interactive Map Service, providing a Web-based access to the City and County data for the members of the community.

Technology Implemented

The CMC GIS Center is utilizing the following technological products:
-- Microsoft Access for database solutions;
-- ArcView GIS version 3.1 and 3.2 as the main spatial technological product for creating an Enterprise GIS structure within the community.
-- PC ArcInfo v.7.0 and ArcInfo v.8.0 for metadata creation, and solving sophisticated spatial problems;
-- MapObject for making specific Viewers;
-- ArcIMS for creating a Web-based Mapping Service;
-- ArcExplorer and ArcPad for local tasks;
-- Trimble products and Pathfinder for getting accurate GPS locations.

The Center is in the process of upgrading the whole system to ArcGIS , and applying SDE for creation the GIS Enterprise database structure.

Dr. Sergei Andronikov ? CMC GIS Center Director, Associate Professor at APSU, Ph.D. in Geography/Environmental Science, worked with ESRI products in Russia, the Netherlands, United Kingdom, United States.


Mr. Robert Brundage ? CMC GIS Center Manager, B.S. Geology/Minor Computer Science. Department of Defense GIS System Development, Naval Oceanographic Office. Defense Mapping Agency.

Mr. Kenneth Kirk - CMC GIS Center Analyst, B.S. in Environmental Geography/Concentration in Soil and Water Management. Clarksville / Montgomery County GIS Center, Austin Peay State University.
