Business Problem Maricopa County must frequently redraw its district and precinct lines to adjust for population growth and court caseload. Redistricting and reprecincting must also follow traditional principles such as respecting “communities of interest,” using recognizable physical features as boundaries, and remaining compact and contiguous. Timelines and other requirements are specified by Arizona state law. Since Arizona falls under the Voting Rights act, all changes to elections boundaries must be analyzed and approved by the US Department of Justice. Finally, many concerned citizens feel that redistricting is done behind closed doors by people who have only their own interests at heart. To meet the demands of redistricting, an internet application was needed to allow open redistricting, ease of use, rapid updating, and tremendous flexibility in how users could view and analyze plans. Maricopa County also elected to build and deploy an extension of its On-Line Redistricting System that was available to any interested citizen or group and would allow them to create and modify their own redistricting plans. The system mimics much of the functionality of expensive standalone redistricting software programs, but is available for no cost to the citizens.
