Implementation of an enterprise GIS. In 1999 funding was acquired to digitize the base map. In 2000 funds were leverged from several City agencies to obtain aerial photography. An accurate street centerline file is in the final stages of development.

Business Problem

The City's GIS Steering Committee determined we were rife with duplicate mapping and record keeping. This resulted in multiple maps being drawn by over 15 agencies. These maps were all drawn on paper, were drawn to varying scales and would not overlay each other accurately. Map currency was also an issue. To address this duplication we developed a base map (lot/block map maintained by the City Engineer and the parcel map maintained by the Assessor)and 2000 aerial photography. This information now resides on the GIS server and is available for all City agencies. Duplicate mapping activities have been dramitically reduced. Sharing maps and data between City agencies has increased effficiency and productivity.

Technology Implemented

The GIS data is stored on the server in SDE. Our parcel and lot/block map editor was developed in-house using Arc/Info tools. Power users have access to ArcView. A number of agencies are using ArcIMS for simple locate, view and map applications.

Development Team Biography

Wayne Cauthen: Chief of Staff to the Mayor, Wayne is our Executive Sponsor. His understanding of the value of GIS to the City were critical to obtain funding.
Ben White: Chairperson for the GIS Steering Committee since 1996. Directed agency surveys, assisted in building the GIS bisiness case and funding proposal. Served as co-project manager for the parcel conversion.
David Luhan: Current GIS Supervisor. Hired in 1999, David has directed the base map conversion, the street centerline development and aeril photography. David was also involved in the development of the GIS Strategic Plan, data lincensing and sales, and service level agreements between agencies.
