Business Problem 1) Comply with EPA Phase II Stormwater regulations, GASB 34, State DEM wastewater collection system permitting/reporting requirements; Develop complete and accurate inventories and condition assessment of Storm Water System and Sanitary Collection System, and City-owned assets.
2) Improve analysis, management and planning tools for managing City-owned infrastructure.
3) Streamline daily functions of City personnel by providing high quality data and analysis tools at their finger-tips.
4) Provide variety of GIS information to City personnel via desktop GIS software and the city’s intranet, and to the public via internet.
5) Prior to this project, spatially inaccurate parcel-base was used to build other data layers and develop spatially inaccurate sanitary sewer system. This was all that could be accomplished with available funding. The absence of accurate base-mapping prohibited development of asset inventories in the field using GPS technology and sharing of data with other agencies. This project eliminates these major issues. New aerial product was used as a basis for parcel data, contours, roadways, zoning, hydrography and several other key citywide data layers.
6) Provide needed drawing archival and retrieval system for city-owned infrastructure.
7) Facilitate and improve contractual assurance checking of sewer treatment contract operators.
8) Provide tools for build-out analysis, economic development, pollution control, and other environmentally sensitive concerns. Technology Implemented The solution (currently under development) will include desktop, web-based, and portable technology. ESRI software to be used will ultimately include some combination of ArcView 8.x, ArcEditor 8.x, ArcIMS, ArcSDE, Mr. Sid, ArcPAD, and extensions.
A specific Asset Management System not chosen yet as software systems are still being evaluated.
