Our city and county governments, hospital, school district and community college have a goal of sharing data through an enterprise GIS. The primary users and data developers are the city and county. The city and county formed a joint GIS department to manage this information.

Business Problem

Our main focus has been to provide an easy to use application that provides as much information as possible to our users. One application has turned into several applications solving a variety of problems that include finding a correct address and displaying ownership, parcel and building information, zoning and utility consumption. Parcels, ag use, and soils are used by the appraiser office to determine the value of agricultural land. Other applications include city owned utilities. We have built applications to show the location of utitlities, locate specific features, and open a form showing engineering and capacity information, inspection data, and maintenance information. The utilities have been mapped with the use of survey quality GPS units. This gives eningeering consultants quality information and has saved utility departments on average $100,000/engineering study. Another application involves law enforcement. We have built applications that law enforcement can find intersections and roadways and attach accident information. This allows them to be able to analyze high traffic and high accident locations, and it also allows traffic engineers to view the same data.

Technology Implemented

Most of our information is stored on an IBM AS400 owned by the county. We run SDE 8.1 and SQL Server 2000 on the AS400. ESRI products include Arc/Info 8.x, ArcView 8.x Single Use and Concurrent use, ArcIMS, 3D Analyst, and MapObjects. For ag analysis we use RedSilo developed by TDC Group. For wastewater analysis, PipeDream developed by Wade and Associates. Our current in house apps have been built using VBA in Arc/Info and ArcView.
