Business Problem

Over the past two years the City’s GIS user community has grown from 1 department to 8 departments implementing GIS technology in their workflows and Business processes. Today, GIS technology has become an integral part of the City’s process for conducting business as a direct result of the continued professional development and hard work performed by all departments to generate and maintain data and associated layers for use in the Enterprise GIS. The City uses the technology in a variety of applications from law enforcement to utility mapping, economic development, parks and recreation, planning and zoning, and emergency services. The Enterprise GIS is the common thread that incorporates data from these disciplines, data traditionally maintained and isolated within a specific department.

Recently the City of Westerville GIS Division has worked with the Westerville City School District on redistricting grades kindergarten through 12. The redistricting process identified processes and workflows within the School District’s planning & assessment efforts as well as transportation that would benefit by using GIS. Also redundant land base layers were identified between the City of Westerville and the School District and a process for the City to provide updates of these layers is being developed.

Technology Implemented

The Network and computer platforms used include Windows NT & 2000 Server, Novell network, Microsoft SQL 2000, and an AS400 mainframe. Desktops and workstations are running Windows 98 SE and Windows NT 4.0/2000 Professional respectively. Network infrastructure consists of a 100 MB Ethernet full duplex fiber optic backbone running TCPIP over 25 routed networks. We are using the ArcGIS 8.2 (ArcInfo, ArcFM Energy, ArcView, ArcSDE, ArcIMS, ArcPad, ArcReader) application suite as the foundation for GIS initiatives and continue to use ArcView 3.x on Windows 98 SE computers. The City has developed desktop and web based GIS applications using Java script, HTML, Visual Basic, ArcObjects, Active Server Pages (ASP), and XML.
