We have developed a comprehensive program that provides GIS capabilities to all of our employees with a networked computer. This approach provides both simple tools for casual users and high-end functionality.

Business Problem The vast majority of the Thruway Authority's corporate data is coded to the location of mileposts along the highways. The GIS Team recognized that the Authority could benefit from the spatial analysis capabilities of GIS, providing tools and visualization benefits to support a large variety of applications including intelligent transportation systems, scheduled construction work, highway and bridge inspections, maintenance work, the capital program, and much more. The Canal Corporation (a subsidiary of the Thruway Authority) collects and maintains much of its data via coordinates on the earth's surface. Again, GIS has proven invaluable for studying information such as property management, improved waterway navigation, analysis of sediment build-up, and development of the Canalway Trail. The enterprise-wide GIS infrastructure design has helped both parts of the organization to reap tremendous benefits through one coherent and integrated program. Technology Implemented For the majority of the Thruway/Canals organization, we use ArcIMS to provide simple GIS applications for casual users, over our internal web pages. For more dedicated GIS users, we provide Desktop ArcGIS software. Most commonly, we access corporate data stored in both Access and Oracle databases. Development Team Biography Eric Herman is the GIS Program Manager at the Thruway Authority. As a part of the GIS Team, Xiangyi Zhu helps manage and coordinate these GIS activities. As manager of GIS at the Canal Corporation, Jaime DeLuca works with Eric and Xiangyi on the organization's GIS endeavors. All three have a strong educational background in GIS, along with over 10 years of professional GIS experience each. A network of specifically focused GIS Coordinators has also contributed significantly to the program's success.
