First District Association of Local GovernmentsView Photo(s) of Award Presentation Brookings County recently implemented a 911 call mapping system. This system is run by a software application called R3, which stands for Rapid Response and Routing, and is made by a company called Bullberry Systems. The software uses data that is created and maintained by First District Association of Local Governments. First District, Bullberry Systems, and Brookings County worked together on this joint-cooperative project, which combined the most effective software package with the most current data. The project was successful, and First District is currently maintaining and updating this project
Business Problem Brookings County 911 dispatchers needed accurate locations of incident calls to improve their emergency response vehicle routing capabilities. First District coordinated with a private software company called Bullberry Systems to implement a software package called R3 (for Rapid Response and Routing) that uses GIS data to locate 911 telephone calls, and route the appropriate emergency responder to the incident location. The system is Lat/Long based, and also generates a faxable map layout complete with written directions in addition to highlighting the fastest route. Additional features include reverse 911 lookups, Lat/Long location queries, and the ability to "close" roads that are impassable because of construction or other natural occurrence. Technology Implemented First District utilized ArcGIS 8.2, Workstation Arc/Info version 8.2, and Arcview version 3.2 for the updates to the GPS road centerlines. ESZ data was created using Arcview 3.2. Development Team Biography First District Association of Local Governments is a local governmental entity that provides technical and economic development assistance to counties and communities that cannot afford to have full-time people on staff. The GIS department was created in 1995 to assist entities from local, county, and state governments with GIS and GPS, and to function as a clearing house for GIS data. The District performs GIS functions ranging from GPS data collection, to parcel mapping, to E-911 rural addressing/mapping/vehicle routing, to GIS system planning and implementation, and needs assessments. In addition First District spearheaded and the first statewide GIS Users Group (Spatial Technology and Resources for South Dakota, or STARS.) STARS was a joint cooperative effort between First District and Planning and Development District III in Yankton. The meeting was a success, with over 140 GIS Users around the state in attendance.
