Central Arkansas Water

Little Rock Municipal Water Works and North Little Rock water department in Arkansas merged to form Central Arkansas Water. The project combined the two different datasets into a single enterprise ArcSDE environment serving 4 remote sites.

Business Problem

Little Rock Municipal Water Works had a GIS system in place, but the North Little Rock Water Department was all paper. The challenge was to combine and convert all the paper data of North Little Rock water department to an ArcGIS 8.x ArcSDE environment within a six month period. Since LRMWW already was using GIS and had several application developed in Avenue, these and new application were to be reviewed, developed and improved in the ArcGIS, ArcSDE environment. The workflow needed to closely resemble existing workflows to avoid disturbing existing patterns. The end product would be to have all remote site connected to a single database across a wide area network with access to link documentation and scan images. RFQ was prepared and Woolpert LLP was selected to do the conversion and implementation that need to be completed within a time period of six months.

Technology Implemented

Technology consisted of rigorous QA/QC process—physically checking data against the paper source for missing information, querying the data to weed out anomalies, edgematching the data for the two systems, and running connectivity checks—that was developed and implemented to produce a functional, consistent ESRI geodatabase that effectively unites the two systems. QA/QC involved using the ARCIMS site Woolpert developed for CAW. Development of UML Use Case and Workflow diagrams were vital communication pieces. Shipping the Server to Woolpert’s office for software installation, data loading and data serving worked well.

Development Team Biography

Jos Bell is GIS manager for Central Arkansas and was project manager for the conversion and implementation of the enterprise ArcSDE system serving four remote sites within Central Arkansas Water. The Central Arkansas Water GIS staff completing the QC/QA task and assisting with the implementation were Gary Wittmus, and Monte Myer GIS Technicians, John Davis, Jeanette Glancy and Teresa Osborne Graphic Technicians
