Business Problem City government has a great impact on the quality of life of their citizens. The City of Olathe provides numerous services to the community, including police, fire, solid waste collection, and snow removal to name a few. The city is growing in both physical size and population. The expectations of the average citizen from their city government are also increasing while at the same time resources are becoming more limited. A critical part of serving the citizens is to get the information about their city in an easily accessible and timely fashion.
Historically, addresses and street names were assigned without any standards, which led to confusion and service problems. Because of this and the city’s increased reliance on computer software programs and databases that use addresses as a link, staff determined the need for addressing standards and the use of GIS as a tool for assigning addresses.
The rapid growth of the city has also rapidly increased the number of city staff utilizing GIS. Individual and even concurrent licensing of GIS products were becoming difficult to manage, not to mention costly. With the downturn in the economy, city staff struggled with the dichotomous task of pushing more information out to more users, while dealing with significant budget restraints.
