Business Problem

Land records have been poorly managed by Arkansas assessors. Two state agencies, Arkansas Geographic Information Office (AGIO) and Assessment Coordination Department (ACD) recognized and sought to cure the deficiency.

In a few instances records were well maintained, but these were the exception to the rule, and it was glaringly apparent the status quo was no longer acceptable. Further, it was recognized by state officials and assessors alike that a cost efficient method to build adequate land records was necessary due to limited funds available (the ACD is able to provide some funding but limited only to about $3,000 per county). The project mantra became "Think Big, Start Small".
