The system supports all state emergencies and is protected from public access. The database is configured for risk reduction & threat reduction with the capability to map and assess biological threat information.
Business Problem The events of September 11,2001, and the ongoing threat presented by the anthrax attacks in the United States have caused the Governor of North Carolina to establish a Terrorism Preparedness Task Force under the leadership of the Honorable Bryan E. Beatty, Secretary of Crime Control and Public Safety. Due to the biological threat to the state's human and livestock population and the broad responsibilites of the N.C. Department of Agriculture & Consumer Services (NCDA&CS) in areas of agricultural industries, food and drugs, chemicals, fuels, fertilizers and pesticides, the N.C. Commissioner of Agriculture also created the NCDA&CS Multi-Hazard Task Force. The members of these two task forces have worked together to address the threat of terrorism within North Carolina. In the course of this effort it quickly became clear that there is a need to gain a much more accurate understanding of the state's vulverability to a terrorist act and to better ascertain the threat of a terrorist's potential weaponization of existing industrial, governmental or other resources within the state. In order to gain a better understanding of the state's vulnerabilities a Terrorism Vulnerability Self-Assessment tool was created and completed by state agencies or facilites. The information collected via this process along with extensive agricultural, public infrastructure, demographic, food processing, utility, processing and food store data will be made accessible to law enforcement agencies, public health, veterinary, emergency management and federal and state and local agemncies charged with terrorism and threat reduction responsibilities. Technology Implemented The system solution uses ArcSDE, ArcIMS, ArcINFO and MS SQL Server 2000 software. Data is accessible through SSL, a VPN client or dial-up modem array. The system uses a Compaq ML370 for the database, a Compaq DL380 for ArcIMS and a compaq DL380 for the webserver. Development Team Biography Members of the development team are Dr. Thomas J.
