FDEP is currently undertaking two significant projects: the creation of a GIS-centric enterprise data model and the integration of GIS tools into the data collection and verification process.

Business Problem

The creation of the GIS-centric enterprise data model is intended to address the issue of information integration across the enterprise. At present, data is organized solely by program area making it difficult or impossible to construct a synoptic view of agency programs, environmental outcomes and agency performance. The GIS-centric data model is intended to provide three unifying
views of data: the GIS-centric view, the agency authority view, and the client view. The GIS-centric view is the most powerful in that it can supercede the other two views by allowing location to cross authority and client boundaries.

The integration of GIS tools into the data collection process entails the extension of data collection and cleanup tools from ArcView 3.x to ArcIMS web applications. FDEP now supports several ArcIMS-based web applications that update data in real time to Oracle databases and ArcSDE layers. These ArcIMS applications that are used by field inspectors and data entry staff perform real-time data quality checks. The use of these ArcIMS-based tools is leading to a significant improvement in locational data quality and reducing the cost of
collection and improving locational data.

Technology Implemented

The ESRI Environmentally Regulated Facility Geodatabase Model (version 2) will provide the logical foundation of the enterprise data model. The ESRI model will be extended to embrace non-regulated facilities such as parks, preserves, trails, and greenways (also within the FDEP domain).

Once the enterprise data model is implemented, ArcIMS will provide access to the locational data and will serve as a portal to the tabular data. ArcIMS is also the foundation of the data collection and verification web applications.

Development Team Biography

Both the enterprise data model and the data collection and verification web applications are the culmination of the efforts of many FDEP GIS practitioners, including Rene' Arbogast, Eric Brockwell, Richard Butgereit, Linc Clay, Dixie Davis, Mark Dietrich, Chris Judd, Deborah Parker, Gary Tu, April Williford, and Dongmei Zhao.
