Business Problem The business of GIS for Emergency Management is challenging in that GIS capabilities need to be accessible to all personnel working in Emergency Response at all times. This includes Emergency Management Agency personnel, Emergency Liaison Officers representing dozens of response entities assigned to the EMA Emergency Operations Center, and supporting personnel in other Operations Centers and the field. Special concentration also needs to be devoted to the speed of information flow, security of the information being exchanged, and completeness of this data. If any of the previous criteria are not met, Emergency Management Personnel are not able to make the most educated decisions. Technology Implemented Technology used to solve the challenges of GIS integration for Emergency Management include the use of an Oracle DBMS, feeding info through ArcSDE to ArcIMS and ArcGIS. Mobile solutions using ArcPad assist with information access in the field, ArcIMS allows users at different operations centers around the city to see information that can impact decision making, and an ArcPublisher/ArcReader set up in the Emergency Operations Center allows all Emergency Liaison Officers to have access to current information during an emergency. Development Team Biography Development team includes programming and management responsibilities from a number of employees at Razavi Application Developers, Inc. Data acquisition assistance is received from the District of Columbia Office of the Chief Technology Officer. Continued support, encouragement, and problem solving is provided by the District of Columbia Emergency Management Agency personnel.
