Business Problem In 1991, the Greene County Auditor began investigating the possibility of developing a system that could bring together large islands of information spread throughout the County. The Auditor initiated a pilot project in 1991, using existing data, to demonstrate to County officials, many of whom did not know much about the technology, just how useful and effective GIS could be.
Based on these results the County authorized an aerial survey of the entire County and thereafter, the conversion of the entire Greene County parcel database into a GIS utilizing ESRI's ArcINFO software. The entire conversion effort was performed by County personnel.
This solid foundation allowed the County to examine different avenues in which to make its data available to users. In February 1998, the County implemented two Public Access applications utilizing ESRI's ArcView and MO-IMS software products, becoming one of the first counties in the Midwest to allow access to parcel data via the Internet.
The two systems provided the solution the County was looking for, easy-to-use applications that could easily bring together much of the information stored by various County offices. GIS data was linked to Oracle databases that stored a wide variety of real estate information, digital imagery, and scanned documents such as deeds, surveys and mortgages. Using these technologies, The County has streamlined its operations and made information much more readily accessible resulting in faster and more effective services for its citizens.
In 2000, the County implemented ArcSDE for MS SQL Server to broaden our ability to provide information to many of our offices spread throughout the County. Currently, there are over 30+ Arcview 3.x/8.3 based Public Access Applications in use by the following departments: Auditor, Engineer, Planning, Public Works, Sheriff, and Soil and Water. In addition, our web-based applications draw close to 150,000 hits a month.
Recently, the County has converted its entire Parcel Database from a librarian-based scheme to ArcSDE using the new topology model associated with ArcGIS 8.3. Currently, 30 database layers are maintained exclusively using ArcSDE technology. This effort has been extremely successful and has resulted in a 30-40% improvement in our maintenance Technology Implemented Hardware: (2)Gateway 7400 Servers, Data General AV20000, 30+ NT/2000/XP Workstations
