Business Problem

One problem that was hindering our overall development efforts was the amount of time it was taking to distribute information to our customers. A method to simplify data access for real estate professionals as well as the general public was needed. A web application built on ArcIMS now enables the public to access our data via the Internet. Also, all Linn County departments can access a more robust Intranet version of this application. Phone calls and walk-in traffic have significantly decreased, freeing up staff time to concentrate on development and maintenance.

Parcel maintenance was another area for improvement. With over 88,000 tax parcels to maintain, the county was broken into numerous ArcInfo tile coverages and managed with Map Librarian. These tiles were checked out for editing and checked back in for others to perform edits or view changes. Migrating our data to an enterprise ArcSDE Geodatabase has allowed us to work in a seamless environment. This migration vastly increased the GIS performance, allows for multi user edits, and provides all users access to more current data.

By implementing ArcIMS and migrating to an ArcSDE Geodatabase, we are increasing our efficiency while improving product quality and customer service.

Development Team Biography

Linn County’s GIS Department is a 4-person team located in the Auditor’s office. The GIS Administrator functions as project manager, database administrator and provides the overall vision for the county’s GIS. The 3 GIS Specialists engage in data conversion, maintenance, analysis and customer service. The Linn County Auditor provides continued support toward GIS development.

The implementation of ArcIMS, ArcSDE and Microsoft SQL Server required the assistance Linn County’s MIS department.
