HIDROFALCON, C.A.

Project Goal

Hidrofalcón, C.A as the operating company of the aqueduct and sewage system of the Falcon State from Venezuela, in the permanent search to improve its enterprise management, considered the objective significantly to increase the income invoiced and collected by concept of the service of water, for which it designed, among others, a strategy that consisted the one to improve the trustworthiness and content of the information of clients and users of the service, which was translated in associated necessities to the Cadastre of Main Networks of Aqueduct and to the Cadastre of Clients, that is to say:
- To optimize the quality of the cadastral information previously diminishing deviations by duplicities and incorporating elements nonregistered. (Cancellation of bad debt, control of meters conections and nonauthorized capture of users).
- To develop a compatible technological platform with applications that allow to the hydraulic simulation and the simulation of management scenes of water supply.
- To extend the access of the cadastral information to diverse departments of the organization different from Cadastre, being improved the productivity and the response times.
- To take advantage of the own benefits technology G.I.S as far as improvement of processes, training of personnel, handling and endorsement of information, and reduction on paper use.

Business Problem Solved

With the use of technology G.I.S it was managed to increase the portfolio of clients in a 10% in three years increasing the total of registered users from 98,000 to 108,000, this thanks to the pick up of detected nonauthorized users by the use of the developed analyses over the system. This new portfolio of clients has generated additional income in these three years by an amount superior to two millions dollars (2,000,000 U.S $), with which the company quickly recovered its valued initial investment in three hundreds Thousand dollars (300,000 U.S.$).
Now all the departments of commercial management and attention to the client lean in the G.I.S of clients. And additionally using this platform we made the analyses of the hydraulic simulations of our main systems of potable water supply.

Technology Implemented

Considering the financial strong restrictions of HIDROFALCON, C.A, a solution was implemented that optimized the existing investment and minimize the additional investment without affect significantly the raised objectives. That’s why, the system was developed in ArcGis 8,3 on Windows 2000 with ArcView for consultation, analysis and edition of information, plus a Geodatabase in Access with remote access to the Commercial System of Clients (with database in Oracle 8.i) and to the System of Hydraulic Simulation (WaterCad 6,0). The system works in a LAN with 50 PC connected using ArcExplorer.

Development Team Biography

Leader of the team project: Valenty González, Civil Engineer, Six (06) Years of Experience in G.I.S; Administrator of the G.I.S.: Domingo Velazco, Civil Engineer, Four (04) Years of Experience in G.I.S.; Database Administrator: William Pabón, Technician in Computation, Eleven (11) Years of Experience in developments and administration of relational databases like Oracle, Power Builder, Visual Fox Pro and SYBASE.
In addition to Hidrofalcón, C.A team, have participated in the capture and processing of information the follow Companies: GEOGEMAPE, C.A in the Clients G.I.S.; TAHAL CONSULTING ENGINEERS LTD. in the Water System G.I.S..
We also want to recognize ESRI VENEZUELA by the technical support in the implantation of the G.I.S and applications developments.
