Lane County

Project Goal

To develop a county-wide accurate GIS parcel base through geodatabase and provide access to road related information in an easy to use Intranet web application using ArcIMS.

Business Problem Solved

Lane County, Oregon covers an area of 4,620 square miles and has a population of 322,900. Approximately 90 percent of the County is forestland.

GIS first developed within the Public Works department 5 years ago and has since grown to a staff of five. A major goal was to create GIS data layers and then provide a way for staff to access that information. A road centerline layer was created through the use of GPS that represented 1600 miles of County maintained roads. Linear referencing was used to provide a method to display road related databases based on mileposting such as accidents, sign inventory, vegetation, traffic counts, speed limits, bridges and pavement condition. A major milestone was the development of an intranet web application using ArcIMS called TransMap that enabled Public Works staff to access this information that resulted in less phone calls and helped free up staff time.

Lane County contains approximately 135,000 parcels. The GIS parcel layer being used was initially developed in the mid-1970’s and while it was a milestone for it’s time, it did not meet current requirements for positional accuracy or cartographic quality, nor was it complete data for some of the rural areas. Lane County Public Works initiated a 3 year Parcel Mapping Project to develop an up-to-date parcel layer that is complete, accurate, and meets State Department of Revenue standards. The new parcel layer will benefit every department of County government, especially Assessment and Taxation, Public Works (Engineering and Land Management), and Public Safety.

With the implementation of ArcIMS and migrating to an ArcSDE Geodatabase for parcels, we have significantly improved accuracy and access to our GIS data.
