Project Goal

Under the Clean Water Atlanta (CWA) Program, KHAFRA was tasked to build an enterprise-wide GIS system for the City of Atlanta (COA), Watershed Management Department. In conjunction with their Clean Water Atlanta counterparts KHAFRA continues to be in the process of implementing a system, whereby GIS information can be accessed/distributed via the Internet using ArcIMS and conventional web-based tools. The web application framework was designed using .NET technology and has a comprehensive administration (both user and data content management) module embedded in its design. The data are stored in an Oracle database and accessed through Spatial Database Engine (SDE). In addition, KHAFRA has developed an Address Management and Standardization System (AMSS) and a Collection System Rehabilitation Design/Bid process. The AMSS is a stand alone application using ArcGIS Engine, which gives an organization the ability to standardize several address databases into one master database. The Rehabilitation Design/Bid process is an intranet web application which allows an engineer a tool to do rehabilitation design. The tool integrates sewer inventory, inspection and condition data along with CCTV video and standardized cost tables with ArcIMS. The design parameters are collected through this interface and bid documents can be produced automatically.

Business Problem Solved

The City of Atlanta is under a Consent Decree, issued by the U.S. Department of Justice in 1999, to reduce the number of overflows from their sanitary sewer collection system. The Clean Water Atlanta program is comprised of consultants and COA employees working towards the compliance of the Consent Decree. This program consists of a multitude of tasks such as Sanitary Sewer Evaluation Survey (SSES), Rehabilitation Design, Sanitary Sewer Overflow Remediation (SSO) and Capital Improvement Programs (CIP), Construction Management, Hydraulic Modeling and Capacity, Management, Operation and Maintenance (CMOM). Each task collects and generates voluminous amounts of data. Initially, these data were being managed by each individual task resulting in a fragmented approach. By developing an enterprise wide centralized repository whereby all CWA related data are managed, maintained and accessed, business processes were streamlined. These data are accessed through ESRI GIS products, Wallingford InfoWorks modeling software, Primavera P3 scheduling software and Expedition project control software. In addition, customized applications have been developed to exploit the power of an enterprise system. Ultimately, a centralized enterprise repository allows users to be better informed, work smarter and more efficiently which ultimately better serves the customers and citizens of the City of Atlanta.

ArcGIS, ArcIMS, ArcGIS Server, ArcEngine, ArcSDE, Oracle .NET, Java and Visual Basic was the technology used for implementing and deploying our applications.
