Project Goal

When the City of Hudson began developing a GIS in 2002, the goal was to build an enterprise GIS to share data associated with many systems, improve the quality and efficiency of city services, and enhance decision making processes.

Business Problem Solved

Working with a loose system of mismatched databases, scanned drawings, and outdated utility maps, the City faced a huge disconnect between departments and the data that they collected and maintained.

Existing data were cleaned, standardized and integrated with the GIS and countless new data sets were collected and created to build a comprehensive centralized GIS data “hub”. Through the ArcIMS based GIS Viewer residents can now access property and utility information, as well as work requests. Staff members can generate custom maps, print scaled drawings, and access more information than ever before.

The Public Works Department’s Work Order Window (WOW) on the GIS Viewer is an example of how the City’s asset management program is tied directly to the GIS. GIS-WOW allows staff and residents to see the status of work orders managed by the Public Works Department. The Finance Department has integrated its utility billing information to the GIS to allow users to quickly see if a property’s utilities are served by the City. In short, the GIS in Hudson has provided City administrators, staff and residents with a variety of resources that enable people to make better decisions faster.

Technology Implemented

In addition to the full ESRI ArcGIS suite the City purchased ArcIMS within the first 2 months of its inception and began using the HTML Viewer to build customized applications for each department. Over the course of the last 12 months the City has switched to the .NET environment allowing the creation of a far more user friendly and robust ArcIMS solution allowing all the customized HTML sites to be combined into a single site.

In order to conduct field work, City staff use Trimble GeoXT GPS units running ArcPAD. During the past three (3) years the City collected more than 32,000 points including items such as catch basins, trees, signs and manholes.

With the purchase of ArcSDE the City has been able to connect to multiple datasets allowing users to see live data from other departments, including utility billing information, asset management data and parcel information. By centralizing the City’s GIS data into the ArcSDE environment the data management process has dramatically improved.

Development Team Biography

Since its inception, a number of staff members have been involved with the City’s GIS program, including the Public Works Superintendent, Scott Schroyer who spearheaded the decision to implement GIS. One of Schroyer’s first steps was to hire Paul Leedham as the GIS Coordinator. Schroyer has continued to be heavily involved with the GIS program, helping to integrate the City’s Asset Management system with the GIS.

In the process of building Hudson’s GIS, Leedham has been able to bring an effective combination of project management, database administration and application development to create GIS and database solutions for numerous departments throughout the City.

Beau Chumley began working for the City as a student intern from the University of Akron, and following graduation, continued working as a consultant. Beau has proven to be an integral part of the Hudson GIS program playing major roles in all GIS field projects.
