Project Goal

The goal of the EGH (Enterprise GIS Hub) project was consolidate all the City disparate GIS systems and data, referred to as the “rich mix of technology”, into a single shared Enterprise GIS data warehouse built on ArcSDE that would serve as the central repository for all GIS related data in the City of Portland. Included in the project was the development of “Core” rule based GIS data maintenance tools built using ArcGIS to be used to maintain the City’s GIS layers while enforcing data quality standards of the Enterprise data models. Finally, a centralized Web infrastructure was developed to provide GIS web services to Citizens, Customers and City staff.

Business Problem Solved

Over the years the City’s bureaus developed siloed GIS departments and data sets using various GIS technologies. There were no standards and the sharing of GIS data was nearly impossible. This resulted in duplication of data, inefficient utilization of City resources, no Citizen access to information and no possibility to integrate GIS technology into core City business functions.

The EGH project brought all bureaus together into one, standard GIS platform. City bureaus pooled their GIS resources to fund the project as well as ongoing support of the EGH system. Today bureaus have one standard GIS data warehouse to use for their business purposes in addition they are able to leverage the Enterprise GIS Web services for Citizens, Customer and Staff self service.

Technology Implemented

The EGH was originally built using SDE 3.0 running on MS SQL Server 7 and has since been upgrade to ArcSDE 9.1 and MS SQL Server 2000. ArcGIS 9.1 is used for desktop GIS and Web services are provided by ArcGIS Server technology. ESRI technology is hosted on IBM X445 and Blade servers running Windows 2003 and is connected to a Hitachi SAN.

Development Team Biography

The City contracted with Convergent Group to design and build the EGH along with City Corporate GIS staff. Today, all development is done in house by 8 professional developer staff. Rick Schulte oversees the Corporate Technology division which includes Corporate GIS. GIS Web development is under the direction of Phillip Holmstrand, GIS desktop and ArcObjects development is under the direction of Mike Quetel.
