Project Goal

In order to take advantage of the spatial and analytical components of GIS, the Hartford Police Department sought to build an enterprise system to integrate the public safety Computer Aided Dispatch (CAD) and Record Management System (RMS) databases with the cadastral and planimetric layers maintained on the municipal level.

The department required a system that would help the Crime Analysis Unit achieve its goal of studying criminal incidents, providing timely and pertinent information relative to crime patterns, trends and problems, while also assisting operational and administrative personnel in planning the deployment of resources for the suppression of criminal activities and aiding the investigative process to increase apprehensions.

Finally, the system had to be reliable and developed so that it required a minimal amount of daily oversight, the database update process had to occur automatically and above all the application needed a user interface that was simple to use.

Business Problem Solved

With the introduction of the current GIS system officers now have the ability to conduct in-depth analysis of current trends and make benchmark comparisons to previous time frames.

Because crime is location-based information, the mapping, analysis and reporting tools provided within GIS enables the Crime Analysis Unit to make connections of the spatial relationships and patterns and then use this information to focus the appropriate resources quickly and efficiently. GIS has provided an invaluable means for better crime analysis, decision-making and communication which has brought great success to the Department.

Using GIS the department has realized a definite impact on a number of issues including; being a driving force in the development of the City’s new Neighborhood Policing Plan. The “Geographic Workload” analysis performed helped change the way police work was done in the City of Hartford and has successfully driven crime from the streets of every neighborhood in the city.

Technology Implemented

The Hartford Police Departments enterprise system is based on a foundation of ESRI software, principally ArcView, ArcEditor, ArcSDE, ArcIMS and the Spatial Analyst extension, and coupled with The Omega Groups crime analysis software application CrimeView and CrimeView Web, which are utilized to geocode the CAD and RMS records, update the system databases, and then used to map and report on specific crime related queries.
