Our goal was to streamline the parcel maintenance process using technology to achieve greater efficiency and data accuracy and thus improve customer satisfaction. We hoped to optimize our resources (both human and technical) by implementing a structured workflow process that would not permit deviation from the standard procedure. At the same time we recognized the need to migrate from coverage to geodatabase in order to address the increased demands for data sharing and interoperability. The GIS data was not directly integrated with other applications. Data sharing required staff to convert the data into different formats and filter data layers through a series of AML scripts on a nightly basis. As requests became more frequent, this became a tedious and intricate process, requiring enormous amounts of high level technical staff time to keep these scripts maintained and operational. The increase of residential and commercial development in Prince William County presented staff with increasing pressure to maintain timely edits to the County's parcel database. It became evident that new procedures were needed to streamline processes that were taking up to 82 days for completion. This backlog of work negatively impacted customer satisfaction for those who needed to obtain building permits or to perform other land development functions using the most current parcel information. Additionally, data quality was inconsistent and lacked standardization. In order to remain a significant enterprise system, we needed to achieve greater efficiency and increased accuracy in the parcel maintenance process and to upgrade technology so that we could take advantage of newly available resources.
