Project Goal

The Crop Division goal was to create a GIS application that provided value added services to the agent and facilitated Crop Insurance processing and workflow efficiencies. We needed to build a product that was simple enough for crop insurance agents to create spatial data yet sophisticated enough to accomodate a wide variety of requests regionally. Improvements to agent workflow, underwriting workflow and claims workflow are implemented and continue to be implemented. Additionally, we knew by investing in an enterprise GIS database, it would enable us to support progressive management reports rendered in maps.

Business Problem Solved

The Crop Division began our GIS application in May 2006. Our phase 1 of the project was to support value added services for the agents as well as workflow efficiencies in writing and processing existing and new crop insurance business. Phase 1 is implemented. Agents now have tools to support precision agriculture for the farmers, mapping tools to support and monitor their business as well as valuable mapping reporting tools. The agents can now easily identify the land insured and easily identify high risk land and other factors that are important when insuring crop land. We are now moving into Phase 2 in which we are incorporating mapping into our underwriting, claims and management reporting.

Technology Implemented

Crop Division researched available GIS tools on the market. We found ESRI tools to excel in GIS. We have an enterprise GIS database support by IBM's UDB Version 8.2 and ARCSDE 9.1. We use the ArcGIS 9.1 products which include ArcInfo, ArcEditor. The application was developed on a Visual Basic .NET platform using ArcObjects. Recently we have begun mobile development using ArcPad. GreatAg Maps is deployed on a 32 bit citrix server. GreatAg Maps uses disconnected editting for GIS database updates.

Development Team Biography

The Crop Division formed a GIS team in fall 2005. The team is located in Lawrence, KS. The team is headed by Amy Flowers (GIS Supervisor). Amy has 4 years experience in GIS. Amy's team consists of 3 GIS Analysts. Makenzie Bolz has 3 years experience in GIS. Melissa Aubert comes from a family farming background and has 2 years GIS experience. Diane Larson (GIS Analyst) brings years of crop claims experience and has 2 years in GIS. The GIS team reports to corporate home office technology department located in Cincinnati, Ohio (Beth Puckett - Divisional Sr. VP).

The Crop Divsion contracted out development to GISEDGE, Inc. located in Maize, KS and Laurel-Hill GIS located in Longmont, CO.
