Project Goal

The NASCAR Race Weekend GIS Technologies Project was implemented to use new technologies for event management. Twice a year, in June and September, the City of Dover grows from an estimated population of 35,000 people to over 200,000 during race weekend. The goal is to utilize GIS technologies to create an efficient and safe environment for City residents, employees and race patrons. Along with City staff getting real world training in new technologies, they are using command post and emergency assessment techniques to keep their skills honed in the event that they need to use them for disaster recovery or damage assessment. The City intends to build upon GIS technologies for each race and to integrate them into everyday business practices.

Business Problem Solved

The business problem solved is the ability to effectively and efficiently manage the NASCAR Race Weekend event. By creating a Race Weekend geodatabase that includes feature classes for all campgrounds, camp road centerlines, vending areas and outdoor events, City staff, along with emergency management agencies, have attribute information that can provide information such as campground location, contact information and RV capacities per campground.

Technology Implemented

Technologies used for implementing this solution are ArcGIS Desktop to create the geodatabase, ArcReader for ease of distribution of vector information, and ArcPad along with Trimble’s ProXT receiver for the Fire Marshal’s geoenabled vehicle.

Development Team Biography

Mark Nowak – GIS Coordinator
Mark has worked in the GIS field for over 10 years with State, County and Local governments in Maryland and Delaware; the last 2 have been with the City of Dover as their GIS Coordinator. Mark was initially hired to create a GIS entity within the City and is now working toward promoting this technology throughout the City’s departments along with planning future GIS initiatives.

David J. Truax – Fire Marshal
David started in the fire service in 1979 with the Smyrna Fire Department. He has worked for the City of Dover for nearly 17 years and was appointed Fire Marshal in June of 1996.

Janelle Cornwell – Planner
Janelle earned her Master’s degree in geography and planning from the University of Toledo. She has worked as a planner in the private and public sectors throughout the country since graduation in 2000.
