Project Goal
Tallahassee-Leon County GIS, TLC GIS, a partnership program between the City of Tallahassee, Leon County and the Leon County Property Appraiser’s Office in Florida, recently rolled out the first phase of an ArcGIS Server-based incident management system known as the Emergency Operations Center Incident Mapper (EOC IM). The application was developed with the assistance of ESRI through a partnership project. The goal of the project was to build a comprehensive, enterprise incident mapping system to provide an electronic display of disaster activities in real time to multiple users, locations, and agencies. The system compliments existing communication networks in organizing, analyzing, and displaying GIS information in an easy to understand “big picture” format. It will support all phases of the disaster management cycle including preparation, mitigation, response, and recovery.Business Problem Solved
In a disaster/emergency situation, time is of the essence in deploying resources. The EOC IM provides the mechanism for sharing information through GIS in a timely, accurate and effective manner. In the past, data related to an emergency was supplied on a case-by case basis through paper maps and “grease boards.” The paper maps used much of the same basic information with one or two additional attributes added each time. Understanding the wide range of datasets managed by the TLC GIS group and with the advancements made available by ArcGIS Server, these snap shots could now become something like a live movie-feed of the event and related actions. The advantage is that each action is captured, date-stamped, and placed into a database. Therefore, data can also be replayed for supplies electronic display of disaster activities in real time.
Technology Implemented
The EOC IM was built using ArcGIS Server 9.2, ArcGIS Network Analyst, and ArcSDE 9.1 technology. In addition, the TLC GIS developed a viewer in ArcIMS 9.1 for non-essential staff to view non-sensitive information during an event. The incident mapping system is going through the final phases of deployment, which includes end user evaluation and testing. In addition, the TLC GIS staff are working complete a system user guide.
