Project Goal

The e-Statutory Plans Internet Service “Statutory Planning Portal” (www.ozp.tpb.gov.hk) of the Planning Department of the Hong Kong SAR Government aims to provide the general public first hand, up-to-date information about statutory plans and records of planning submissions.

Business Problem Solved

The Outline Zoning Plans and Development Permission Area Plans are statutory plans prepared by the Town Planning Board.These plans show the land use zonings, development parameters and controls as well as major road systems of individual planning scheme areas.Public can make reference to the plans for information on the proposed land uses adjoining their properties. The plans were only available in hard copies at the Planning Enquiry Counters during office hours for sale, or for inspection. To improve the service and to encourage public involvement in the planning process, the Statutory Planning Portal was launched in May 2005. It provides online search for an address, street or building and detailed statutory town planning information.Users can enquire planning submissions, statutory plans and its explanatory statements and planning enforcement cases. The portal provides an effective channel to reach out to the community, promoting openness, and public involvement in the planning process.

Technology Implemented

The “Statutory Planning Portal” (SPP) basically adopts ESRI GIS mapping technology to achieve its e-Government initiatives, and the ability of ArcIMS to promote new and exciting ways of communicating, analysing and transferring geographic data across the WWW. The SPP uses standards-based Internet technology, which is built on a Window2003 Server and the Microsoft.NET environment and uses Java 2 and ArcIMS 9.1 for Web development. The system is hosted on a dual system and comprises two Web servers, four map servers, and two spatial data servers. Data is maintained in ArcSDE 9.1 running on an Oracle 10G release 2 database.
