Blackboard Connect

Project Goal

To enable local governments to geo-select stakeholders using ESRI shape files to notify them of time-sensitive mass notifications.

Business Problem Solved

The most effective mass notifications are one that are targeted to specific populations, allowing only those impacted by an event to react. These targeted alert notifications prevent misinformation to unaffected community members, allows officials to better handle community and media inquiries and help ensure that information is being sent to the correct group of affected citizens.

Technology Implemented

Connect-CTY is a fully-hosted, software as a service (SaaS) mass notification system that can be accessed from any web-enabled computer. Users can geo-target message recipients by creating free-form shapes (polygons, circles,
donuts) or by uploading a shape file. The Connect-CTY service will then select all contacts within the bounds of the shape and target the message to them.

Development Team Biography

Dan Hirsh has managed the Blackboard Connect Inc Technology department in the past three years. He helped put forward the strategic vision for enhancing Blackboard Connect products and infrastructure and work with other executives to set company priorities. Mr. Hirsh came to Blackboard Connect Inc. from GE Money where he built and directed the DBA team, the Change Management team, and a multi-discipline expert team capable of handling complex tactical situation, the SWAT team. Mr. Hirsh performed variety of management roles prior to joining Blackboard Connect Inc. His tenure encompasses academia, aerospace and defense, Fortune 100, Startups and “dot com” business environments. Dan Hirsh has a BS and MS degrees in Computer Science from CSUN where he held a faculty and a lecturer position in the Computer Science Department and School of Business.
