Project Goal
The goal of the Nairobi Convention Clearinghouse and information sharing system is to improve the coordination and participation of the Nairobi Convention countries in the management of their coastal and marine resources. It is designed to provide a one-stop mechanism that promotes the advertising, discovery, access, dissemination and use of the increasingly diverse and comprehensive data using the decentralized capabilities of the Internet. Through a clearinghouse and a Web interface, the system provides an integration of information held by numerous departments, institutions and organizations through a collaborative and interactive network of shared-service platform for accessing resources. The information system will enable the Eastern African countries deal with the vast array of policy, management, scientific and other practical issues of their coastal and marine environment.Business Problem Solved
The purpose of the Nairobi Convention Clearinghouse has been to provide a mechanism for regional and national cooperation, coordination of collaborative actions and capacity building to enable the Contracting Parties to harness resources and expertise from a wide range
of stakeholders and interest groups to support decision making and to help in solving interlinked problems of the management of the coastal and marine environment. This is in accordance with Decision 4/8 (2004) of the contracting parties to the Convention. The contracting States are Comoros, Kenya, Tanzania, Mozambique, South Africa, Somalia, France (Reunion), Madagascar, Seychelles and Mauritius.
Technology Implemented
The underlying ESRI Geo Portal Toolkit (GPT) technology of the Clearinghouse is an emerging concept based on standards which permit authorized users to directly use distributed (national) information systems. At country level, applying this technology mainly involved transfer of the GeoPortal technology accompanied by regional and nationaltrainings necessary in implementing the web services required to make available the data and metadata. In its implementation a collection of inter-operational Web based services is used, which permit an integration of spatial and non- spatial data distribution chains between independent organizations and their various Information Management Systems.
