Project Goal

The Delaware County GIS Office strives to provide the most accurate geo-spatial information available for our County, and make this information available to the widest audience possible. We have found that data sharing and inter-local cooperation is the direction that provides the greatest benefit to tax payers and our County. The ability to quickly and easily provide access to important local GIS data has been a driving force behind the development of our systems.

Business Problem Solved

Through the use of our GIS, the County has overcome tremendous obstacles, most notably the enormous increases in efficiency and productivity that has come with having a complete, updated, and accurate land parcel cadastre and associated base map data. Having this information available to every county office and to the public through our ArcIMS site has greatly reduced the number of incoming parcel-related inquiries and property map requests. The GIS is supporting many different community projects, including the creation of a Master Plan for the Prairie Creek Watershed, analysis of crime data for the application of a Federal Weed & Seed grant, creation and approval of a GIS digital zoning layer, is currently being used to inventory and prioritize brownfields for an EPA grant project, as well as several other projects.

Technology Implemented

Delaware County is currently using ArcGIS desktop to author and manage our mapping data, as well as Sidwell Company’s Parcel Builder for cadastral maintenance. Our online parcel mapping site created by the Sidwell Company using a custom ArcIMS template, and we have implemented several custom ArcGIS server web applications internally to meet different office’s needs. We have also started using other web-based mapping applications, including GeoRSS integration of project-specific GIS data into Google maps.

Development Team Biography

Kyle Johnson- GIS Coordinator
Kyle has been the GIS Coordinator for the last 3 years. As the only full-time employee of the GIS office, he has juggled administration of the GIS databases with providing data access, training users, fulfilling map requests, project coordination, as well as the day-to day management of a County Department.

Lorey Stinton – Environmental Planner- GIS Specialist
Lorey is the major GIS user outside of the GIS Office. As the Environmental Planner, she uses GIS for master planning, analysis, data inventory, plus maintains multiple data layers. Working in close proximity to the Office of Geographic Information, she assists the GIS coordinator with the development of the county’s GIS.
