Project Goal

The goal of Clark County's project was to create a Web site that would deliver commonly asked for information to reduce the public's need to visit the courthouse to conduct business.

Through this site, the general public can quickly access land-ownership and tax-bill information, find road intersections, view Google Street Map imagery, and search for properties according to specific criteria.

Business Problem Solved

In 2008, Ms. Vicky Kent Hare, the Clark County assessor, decided to contract with Bloomington, Indiana, based 39 Degrees North (39°N) to create an enterprise GIS (eGIS) Web site, allowing citizens unprecedented access to public records and reducing their need to visit the courthouse to conduct business.

In 2009, Clark County officials also launched a first-of-its-kind election application on their eGIS platform. Using secure logins, candidates can now print out their own walk lists instead of visiting the Clerk’s office to obtain these reports. This application will also help officials track voter registrations for upcoming elections and will assist the county in redistricting its precincts in 2011.

Technology Implemented

This eGIS site was built on an ArcGIS Server platform with Adobe Flex language and leverages both technologies to produce maps that are easy enough for novices to navigate, yet robust enough to satisfy more advanced Web users.

Prem Radhakrishnan

Prem has over nine years of experience with GIS and databases. He specializes in the development of databases, database-driven Web applications, ArcGIS Desktop, and Internet mapping applications. His technology skills include programming in SQL, ColdFusion, Flex, Flash, ActionScript, ASP.NET, VB.NET, C#, Visual Basic, ArcObjects, Avenue, Fortran, JavaScript, HTML, UML design with Visio, Mach-II framework for ColdFusion, and Cairngorm framework for Flex. Prem also has ESRI product knowledge, which includes ArcGIS Desktop, ArcGIS Server, ArcGIS Engine, ArcSDE, and ArcIMS.
