You can use OpenStreetMap as a basemap in ArcGIS. ESRI has also developed OSMEditor (OpenStreetMap Editor) and provides it as a free add-on for ArcGIS Desktop. This technology supports disconnected editing, template-based editing, and basic conflict detection.
