Project Goal

The GIS Centric Paperless Reappraisal is a complete appraisal workflow and management system. The goal of the digitally based approach was to control field visits by organizing parcels into efficient routes, maximize logistics by inspecting properties via desktop computers, track revision history, effectively implement quality control parameters, and provide real-time thematic maps and reports. The web-based applications will give all users multiple tools that can be configured independently to suit each group’s needs. Live map services offered through a VPN present a unique toolset for users in the field. Though in progress, this two-phase reappraisal approach has successfully identified many areas of opportunity within Wayne County. The results have indicated a large amount of omitted structures. This resulted in a substantial amount of tax dollars recovered. The 2014 reappraisal effort will also reflect fair and equal representation for both residents and county subdivisions.

Business Problem Solved

The Wayne County Paperless Reappraisal System has alleviated many conventional issues. Project managers have the capabilities for document management. Map services and layer configurations have provided staff with additional toolsets to maximize assessment accuracy. County employees can now evaluate existing and new data as it enters a Quality Control Application. Data errors can prompt an e-mail chain notifying managers and the user on potential areas of concern. Building footprint polygons give an appraiser an accurate account of the existing real estate data. Parcels that require field work can be completed efficiently due to prior desktop identification. Appraisers will now be accompanied to the field with tablet computers, which are equipped with access to the local server and all web applications. The 2014 Wayne County Paperless Reappraisal has effectively delivered increased accuracy, efficiency, and accountability.
