Project Goal

MOI Qatar constitutes various departments that operate as independent units though they have common workflows. Each department relies on information retrieved from other departments for decision making. With this in common, the need for a single platform that combines and disseminates all this data and knowledge in an intelligent, easy-to-understand, and efficient manner between the various departments is paramount.

Ministry of Interior’s business involves law enforcement, surveillance, critical infrastructure protection, emergency management, traffic, fire/rescue (civil defense), health care (emergency medical services), crime, and coast guard. Whenever the severity of a situation increases, there is an increased need for complex systems to manage the situation.

The overall goal: Provide a single situational awareness for multiple stakeholders and help make better decision with respect to incident management, emergency response, and support dispatch activities.

Business Problem Solved

MOI Qatar envisioned a Common Information Platform for their Incident and Emergency Management solution with a GIS based with nationwide coverage increasing the operational effectiveness of all Public Safety and Security Agencies.

MOI commissioned the NJM system based on Esri ArcGIS platform to facilitate sharing operation data and maps amongst all entities involved on emergency/incident management and public safety. Esri GIS was used as the Common Information Platform for various agencies and departments to coordinate and facilitate decision making.

The solution is built upon the latest state-of-the-art Esri ArcGIS technology, utilizing the common components in all the disparate pieces of data, the geospatial component, to better serve the Ministry and society.

The NJM system provides a real-time improved situational awareness for incident commanders, enabling them to track resources, assess exposures, establish hot zone boundaries, and perform dispatch responsibilities.

Technology Implemented

NJM application is developed using Esri ArcGIS Server 9.3x and applications developed on Flex, Java, and JSP pages. The Mobile Data Terminal Application for real-time information sharing was developed using ArcGIS Engine and deployed over 300+ terminals using runtime editions of the application.

The application was developed on ArcGIS Server and Flex user interfaces. It also integrates and communicates with Voice telephony, location-based services from Mobile Operators, and MOI systems of record through fully developed service-oriented architecture.

Development Team Biography

The project was fully backed and supported by MOI stakeholders with Major Aref (MOI) providing the necessary direction and guidance.

The application was developed by Esri North East Africa and supported by Mannai, Esri's local Distributor in Qatar.
