Project Goal

The project’s main goal was to provide a modern and unified GIS environment to the different departments of the city’s public administration. The ability to manage and share geodata across the entire organisation was the key point.
Our strategy was also to expose the new platform to both intranet and internet, with controlled authorization and access.
The new GIS platform is one of the key technical components of Geneva’s Smart City ambition aiming to provide public policy decision makers with a real time data.

In terms of governance, a collaborative team of experts (the "Commission Technique de la Géomatique") is empowered to define GIS standards and best practices.
From a management perspective, the program and budgets are managed by a steering committee (the "Comité Directeur") with representatives from across the organisation.

"Ville de Genève" is also an active participant to the "Système d'Information du Territoire de Genève" (SITG).

Business Problem Solved

The project was able, by focusing on ArcGIS Enterprise framework, to significantly reduce the complexity of the legacy GIS systems of the past decades.
We were able to decommission legacy environment with the all the various and historic tools in about 2 years.
With collaborative workshops all the experts, we were able to standardise geodata capture, management and web publishing.

The ArcGIS Portal allowed us to provide a single sign on experience and very granular access control to data and applications. Also being exposed to intranet/internet it is very easy to allow access to external organisations.

The "Commission Technique de la Géomatique" implemented a constructive, shared vision and practices amongst the different departments, ensuring better data quality.

It also reduced the need for ArcGIS Pro licences through the use of ArcGIS Enterprise Web Apps; allowing more users to edit data.

Technology Implemented

Esri is an important technology supplier for GIS systems in Ville de Genève.
The strategy adopted was to focus on products like ArcGIS Enterprise, Portal for ArcGIS, ArcGIS Pro, ArcGIS Online, Survey123, ...
Also, a wide range of applications frameworks are in use, like ArcGIS SDK for JavaScript, ArcPy, Web App Builder, Field Maps and Dashboards.

The architecture, deployment and some developments are implemented together with the local GIS partners and experts (Topomat and ArxIT). ESRI local distributor provides us trainings for the different teams and technology watch.

Development Team Biography

To support the GIS Platform Ville de Genève has an outstanding team of IT experts in various specialities: GIS, Databases, network, web technology, architecture, and development.

The géomaticiens members of several services have various backgrounds: Geography, Surveying, Environmental Science, IT and Urban Planning, ... and have very strong motivation and commitment, and an endless passion for maps.
