Project Goal

In 2022, the City of Las Cruces GIS program deployed and implemented a city-wide Adoption Management strategy called Connect Las Cruces. This action plan focused on utilizing a change network of non-GIS professionals across departments to expand and modernize GIS across the enterprise.

Business Problem Solved

Growth and departmental use of GIS resulted in process change, data ownership, collaboration, and professional development for the organization. A couple highlights included GIS professionals:

1. providing direct consultations to members to expand Enterprise GIS, empower users, and deliver tailored or individual training plans. Overall AGOL membership has more than doubled. GIS also played a crucial role in achieving the first decrease in overall crime in six years, with customized trainings to Deputy Chiefs and Patrol Lieutenants, now over 175 Police Department members use AGOL.

2. developing geographically based data solutions to combine data, remove duplication and facilitate collaboration across departments. The Nuisance Abatement team initiative identifies and tracks problematic properties using Experience Builder's 'NAT Workflow Manager' to add locations, update property or status information, and make data-driven decisions through Insights or Dashboard visualizations.

Development Team Biography

Courtney Granite, now Management Information System Manager, oversees technology solutions for Utilities, and previously managed the city-wide Geographic Information System program and collaborated with City leadership to develop and implement Connect Las Cruces. Granite is a graduate of Penn State University with a Bachelor of Arts degree focused on Operations Management and Quantitative Analysis.

Heather Glaze, Public Works GIS Analyst, provides GIS support and training for her department and City staff at large. She holds bachelor’s degrees in Geography and History and a Master’s of Applied Geography from New Mexico State University.

Alex Samaniego, Community Development GIS Analyst, provides data and GIS support across city departments for economic, public safety, and land management initiatives. He holds degrees in economics and GIS and aims to share his experiences in academia and city government with others to inspire creativity through real world data application.
