Project Goal

The Oklahoma City Utilities Department embarked on a transformative journey to optimize GIS operations, utilizing the ESRI Advantage Program. Over the past three years, our efforts have led to a renaissance, transitioning traditional utility management to a dynamic, data-driven ecosystem.

Our project commenced with a focus on maximizing ESRI Advantage Program capabilities, including System Architecture Design and Enterprise Portal Jumpstart. Through these, we launched the Utilities Enterprise Portal and successfully deployed solutions like the Lead Service Line Solution and GIS to SAP billing system integration.

Currently, we're implementing a Water Utility Network, with plans for a sewer network. Through the ESRI Advantage Program, we've demonstrated the value of GIS to our organization, facilitating enhanced utility management efficiency.

Business Problem Solved

Our journey addressed the gaps in our existing utility management strategy, transitioning from manual processes to data-driven decision-making. Implementing the Lead Service Line Solution tackled lead contamination risks, enhancing public health and regulatory compliance. Integrating GIS with the SAP billing system improved billing accuracy and operational efficiency. The Utilities Enterprise Portal centralized data access, fostering collaboration and transparency. Leveraging the ESRI Advantage Program, we overcame obstacles, optimizing operations for a more sustainable future.

Technology Implemented

Through the ESRI Advantage Program, we are utilizing an Enterprise Portal to support multiple ESRI solutions including the Lead Service Line Solution as well as a future water Utility Network.

Development Team Biography

Hayden Harrison - Hayden Harrison is a Systems Analyst II at the City of Oklahoma City where she oversees Utilities-related GIS and the implementation of new GIS solutions for the Utilities Department. She obtained her BS in Geography from Oklahoma State University and has been practicing GIS since 2016. After hours, Hayden enjoys creating fun web maps of local disc golf courses, reading banned books, and attempting to guess the Daily Wordle in less than 4.

Jeff Baldie - Jeff Baldie is a Systems Analyst II who started with the City of Oklahoma City in 2015 after retiring from a 26-year career in the US Navy and leads the Customer Service Applications Support Team. His previous position in Utilities was the first GIS SME in the department. He has a Bachelor’s of Science from Excelsior College and has worked in GIS since 1989 starting with paper charts and maps in the Navy as a Quartermaster (navigation expert).
