Project Goal
Ministry of Environment and Water of Bulgaria (MoEW) has implemented a Flood Risk Management Information System (FRMIS), which provides an integrated interdepartmental platform for efficient and transparent management of all processes and information related to flood risk in Bulgaria. The system is of national strategic importance, providing online data exchange and cooperation between all interested parties related to flood risk management plans, including MoEW, Basin Directorates, Ministry of Interior, municipal and regional administrations, infrastructure companies, citizens, businesses, and others. FRMIS is an innovative GIS for preventing and reducing flood risk in Bulgaria, based on the latest ArcGIS technology. FRIMS provides also open data in compliance with the European Directive 2013/37/EU.Business Problem Solved
Before the start of the project, the data related to flood risk were maintained in various structures and departments. Therefore, the main challenge faced and solved by the MoEW in the implementation of the project is the scale of the system that needs to be developed - both in terms of users with different roles and in terms of data and regulatory compliance that should be achieved.
Technology Implemented
The system is developed on the basis of a modern service-oriented architecture, based on the latest capabilities of the ArcGIS platform for data management and information access, smart mapping, performance of powerful analyzes, and interoperability. The software stack includes ArcGIS Enterprise Server, ArcGIS Data Interoperability, ArcGIS Spatial Analyst, ArcGIS 3D Analyst, etc.
