Project Goal
City Administration's goal was to implement a 311 non-emergency reporting service to consolidate public complaints, allow for public reporting of issues, and provide general information regarding the status of those issues. The solution was to provide centralized management of these issues and greater transparency for City departments and the public, in a cost effective manner.Business Problem Solved
Prior to the implementation of this solution, issues were reported by the public in a variety of methods (phone, emails, disparate systems, etc.) and were not easily tracked, nor transparent to the public. The implementation of this system consolidated the tracking of issues, allowed for a centralized management of those issues and brought ease of use and transparency to the public.

Development Team Biography
Richard Bunten, GIS Specialist, is responsible for the architecture, development, implementation and maintenance of the City of Duluth’s GIS. Richard has been with the City of Duluth for 20 years of his 27 year career in GIS, and has focused on developing a complete GIS infrastructure to fully leverage the capabilities of the ArcGIS Platform for the City of Duluth.
Troy Kubes, Applications Administrator, is responsible for IT project management, design, configuration, and implementations of applications across multiple business units. Troy has been with the City of Duluth for over 12 years and has a Bachelor’s Degree in Management Information System from the University of Minnesota Duluth.
