Project Goal
The Henrico County Department of Public Works has traditionally relied on using an Excel spreadsheet for tracking all of the roads we maintain. We wanted to bring that tabular data into the GIS realm by making it spatial. As we maintain over 3500 lane miles of roadway and assets located in those right-of-ways, the decision to use ESRI's Roads and Highways Linear Referencing System was easy. It forms the basis for our emerging asset management system and allows us to precisely locate those assets in 2D space. The system will also perform our reporting requirements for state highway fund reimbursement.Business Problem Solved
The Henrico County, Virginia Department of Public Works (DPW) is responsible for maintaining and inventorying all non-Virginia Department of Transportation (VDOT) maintained roadways within the county, as well as the related assets thereon. Additionally, Henrico County submits an official Roadway Inventory Report annually to VDOT for funding and state inventory tracking purposes. To date, the county has utilized a Microsoft Excel worksheet to satisfy both internal and external inventory and reporting requirements. In 2021, Henrico County DPW decided to transition their Microsoft Excel based inventory into ESRI’s Roads and Highways (R&H) Linear Referencing System (LRS). Not only is the data now spatially enabled, but also this forms the basis for our asset management program.

Development Team Biography
Jason Collins, GISP, is the Henrico County Department of Public Works GIS Manager. In his role, he manages the geospatial (and some non-spatial) business data for eight divisions including Administration, Road Maintenance, Traffic, Transportation Planning, Design and Engineering, Construction, Environmental, and Real Property for over 280 staff. Tim Sheldon, GISP, is a Geospatial Transportation Consultant who works with state and local government departments of transportation in both Business Analysis and Linear Referencing System (LRS) capacities. Matthew Franklin is a Geospatial Transportation Specialist who works with state and local government departments of transportation in both Data Analysis and Linear Referencing System (LRS) capacities.
